Enrolment Policy
Introduction
This policy provides information for the community and school personnel on the entitlements, requirements and procedures for the enrolment of students in school. Our policy emphasizes inclusion where possible, not exclusion.
A student is considered to be enrolled when he or she is placed on the admission register of a school. A student should be enrolled in one school only at any given time.
Children may enroll in Kindergarten at the beginning of the school year if they turn five years of age on or before 31st July in that year.
Documentation providing proof of age, such as a birth certificate or passport, is required on enrolment. The enrolment of eligible children in the Kindergarten year is to commence within the first week of the school year.
The Public Health (Amendment) Act 1992 requires parents to provide documented evidence of a child’s immunisation status, on enrolment in schools, pre-schools and child care centres.
Parents have the right of not having their child immunized. However, under the public Health (Amendment) Act 1992, in the event of an outbreak of a vaccine preventable disease, unimmunised children will be required to remain at home for the duration of the outbreak.
Enrolment Ceilings
The enrolment ceiling is the maximum student capacity of the school, based on the number of available classrooms. The enrolment ceiling of this school is 165 students, based on 6 permanent classrooms.
Enrolment Buffer
A buffer has been determined to accommodate local students arriving throughout the year. Historical enrolment data at this school indicates that a buffer will be required which allows for 2 midyear local enrolments.
Criteria for Non-Local Enrolment
Students will be accepted for non-local enrolment at this school as follows:
1.1 Students who have documented medical reasons, or
1.2 Students who have compassionate reasons accepted by the placement panel, or
1.3 Students who have siblings currently enrolled at this school, or
1.4 Students who have safety and supervision requirements local to the school.
1.5 Students whose parents wish them to attend this school as a matter of personal choice, providing the parent has had an interview at his/her local school or
Providing that:
a) the school’s enrolment ceiling is not breached and
b) the schools’ enrolment buffer zone is not breached and
c) the safety, well being and supervision of the student whilst travelling, and before and after school can be reasonably assured in the opinion of the placement panel, and
d) the enrolment of the student does not disrupt the organization of classes after the commencement of the school year and
e) the enrolment of the non local student does not require the class to exceed to Department’s staffing formula ( the staff formula averaged for composite classes)
f) with regard to e. above, a child on formal state integration this student will count for two children.
2.0 When the number of requests for non-local enrolment exceeds the number of available places, non-local students will be accepted in the priority order of categories 1.1 to 1.5 above.
3.0 Applications for non-local enrolment placement to begin at the commencement of the school year for whom no position is available, will be placed on the waiting list in the priority of 1.1 to 1.5 above.
4.0 Ongoing applicants for non-local enrolment during the year for whom no position is available will be placed on the waiting list in order of receipt of application.
5.0 Notwithstanding clause 4.0, ongoing applicants for non-local enrolment during the year who are accepted by the placement panel as satisfying 1.1 or 1.2, will be placed at the top of the waiting list
6.0 The application of the above processes to the incoming kindergarten students will take place on the first Monday of December.
Placement Panel
When demand for non-local places exceeds availability, this school will establish a placement panel to consider and make recommendations on all non-local enrolment applications. The composition of the panel is to be determined locally but must include one staff member, other than the Principal, and one school community member nominated by the school’s parent organisation. The panel will be chaired by the Principal, who will have a casting vote.
Waiting List
Waiting lists may be established for non-local students and pupils will be placed on the waiting list when the numbers reach our buffer of 158. Parents will be advised in writing if their child is to be placed on a waiting list and his or her position on it. The size of the waiting list will reflect realistic expectations of potential vacancies.
Appeals
Where a parent wished to appeal against the decision of the placement, the appeal should be made in writing to the Principal. Where required, the Principal will provide or arrange assistance, such as an interpreter, to enable the appeal to be set out in writing. The Principal will seek to resolve the matter.
Discrimination in Enrolment
In the context of the above principles and their application, which clearly constrain an individual’s choice of provision, no person will be discriminated against in enrolment on the grounds of their sex, age, race, religion, ethnicity, disability, sexual preference or marital status.
